Chairman Sami called the meeting to order at 3:36P.
The chair counted the voting members present and confirmed the presence of a quorum.
The Chair called on those present to introduce themselves.
The Chair called for a motion to approve the minutes of the Minneapolis meeting. Ray Rite indicated that these had been posted on the TC 8.4 Website. Kramer had circulated these by e-mail to all on the circulation list having e-mail addresses.
Rite moved, LeCompte seconded, that the minutes be approved as circulated. Vote 9-0-0
CHAIR'S REPORT OF SECTION HEAD BRIEFING:
Technical Bulletins: Chair advised that guidelines for these bulletins were in his hands and could be downloaded from ASHRAE Website. These must be approved by the committee and by Technology Council.
Technology Corner: Chair announced need for short publishable items for Insight publication.
Ideas for Short Courses: Chair reported requests for committee to develop new ideas for Short Courses within our area of expertise.
Technical Achievement Award: Chair requested nominee to forward technical resume, including at least two pages of achievements, to him.
Report on Seminar 20: Chair offered brief report.
Journal: Suggested those with potential Journal articles to contact Mr. Kimball Ferguson at fergu012@mc.duke.edu
Standards: Standard 20: Method for Testing for Rating Forced Circulation Air Cooled Condensers: Our Standards liaison, Mr. Bill Landman, advised that the Standards Committee required a TC vote to Revise, Reaffirm or Abandon. Gary Price advised that the standard required revision.
After some discussion, the TC voted 9-0-0 in favor of forming a revision committee and further voted to elect Michel LeCompte chair of the revision committee. It was noted that the vote to revise was somewhat earlier than required by the rules, but that instrument and other updates would be helpful.
Chair advised that the cut-off for a report to the Standards Committee will be 15 February.
Mr. Landmann indicated that the Standards Committee had found problems with both standards 25 and 33 that appeared to interfere with publishing plans.
ASHRAE Staff seems to have lost some standards 25 data and is (diligently) searching for it. If found, it is expected that Standards Committee will vote to approve publication of standard 25 at their 31 March meeting.
There appears to be some confusion about which draft of standard 33 has been approved. Since Todd Michael has revised the last draft, Staff will contact him to clarify the status of this standard.
Program: All proposals for convention programs are to be made on-line. There are opportunities to become a paper reviewer. Those interested should contact Mary McGee at Headquarters. Paper length limits are 12 pages. Programs for Cincinnati must be in ASHRAE hands by 9 February.
Handbook: Chair reported that a CD containing a sample chapter of the handbook presented with moving visuals and new format had been provided for his review. Mr. Rite received the CD for his review.
Research: Exposition funds assigned to ASHRAE Research have been cut sharply. It is not clear why, since numbers and square feet of exhibitors remains high. Chair reported that research funds are now available only on a matching basis. In the case of partly funded URPs, ASHRAE will match the seed funds. There are 131 projects on the book but funds for only 110. Most of the funds are designated for so-called high risk projects.
Technology Council has expressed concern about research projects where the work statement author also bids on the project. After discussion, it was agreed that the Chair should write a letter to Tech Council objecting to this policy.
Deadlines: Chair announced a deadline of 15 May for work statements and August 1 for RTARs.
TC/TG Websites: There was discussion about ASHRAE agreeing to host TC websites at its expense, employing some contractor such as AT&T. ASHRAE will encourage posting seminar papers on the websites of the sponsoring TC/TGs.
END OF CHAIRMAN'S REPORT
SUB-COMMITTEE CHAIR REPORTS:
PROGRAM:
A Symposium proposal on the subject of: "Design Modifications of Heat Exchangers with Alternate Refrigerants" sponsored by Tc 8.4, TC 1.3, and TC 8.5 has been submitted to Mary McGee for the Cincinnati meeting in June.
There was a complaint that three programs sponsored by TC 8.4 had been schedule at the same or overlapping times. Chair advised that he would write a letter to Mary McGee that advising of the problem and requesting that programs having common sponsoring entities be allotted non-overlapping time slots.
There was a complaint that seminar papers were not readily available post-program. It was moved and seconded that the chair write the Program Committee requesting that they encourage posting Seminar papers on the web site of the sponsoring TC. Kramer notes that a bulletin issued by the ASHRAE Program Committee at the TC Chair's breakfast included the following text:
"Since seminars do not have printed material available through ASHRAE, and there continues to be requests to access this material, the program announcement will advise attendees that seminar material could be accessed one of two ways. Material would either be available through the Seminar Chair or through the sponsoring technical committee web site. It is recommended that Technical Committees consider adding Seminar material to their web sites to meet this objective and provide feedback to the ASHRAE program committee in the effort to continue to improve this customer request."
RESEARCH:
Dr. Zietlow, research chair, reported as follows:
RP 1102 Fin Staging for Frost Control The research is complete and the PMS recommends accepting the final report of Dr. O'Neal's final report. On motion and second it was voted 9-0-0 to approve Dr. O'Neal's report.
A revised Committee report related to the Disposition of ASHRAE sponsored research results was to be signed by the PMS members.
URP 1175 URP 1175 Frost Growth on Tube and Fin Heat Exchangers under Freezer Operating Conditions:
PMS Chair: Connaghan; Members: Price, Ohadi, Nelson.
Dr. Zietlow attempted to secure an e-mail vote on this project without success; The TC voted 8-0-1 to accept the proposal.
RP 1195 Parallel Flow Heat Exchanger Defrost Performance and Reliability:
PMS Chair: Hancock Members: Memory, Narayanamurthy
There was a spirited discussion about whether to resubmit this project to rebid since the originally selected contractor was alleged to have made changes in the work statement. After discussion during which the modified work statement was circulated to the TC members, and the PMS chair advised that the changes acted to improve the project and to demand more work for the same sum, the TC voted 7-1-1 to approve the project with the revised work statement.
TRP-1100 Control of Frost Accumulation in Refrigeration Equipment using the Electrohydrodynamic (EHD) Technique
PMS Chair: Price Members: LeCompte, Malik, Nutter:
The Principal Investigator for this project gave a one hour long comprehensive presentation at the Research SC meeting on Monday eve. In addition to the technical progress, he reports that the project is on budget and on schedule. The PI expects the project to be completed by March 2001, as planned. He advised that the Final Report would be submitted in April.

Other research ideas reported by the research chair were:
Tube-to-Tube Heat Transfer in Finned-Tube Multi-Row Heat Exchangers; and Quantifying Air-Side Fouling Factors for Use in Predicting Heat Transfer and Pressure Drop
HANDBOOK: The handbook chapters for which the TC is responsible are listed on page 3 of these minutes. Ares, the responsible person is out of the country. LeCompte reported on the status.
MEMBERSHIP: The chair reported that Steve Memory was now a voting member and that Mike Connaghan had been appointed to voting membership whicj wopuld become effective at the June 2001 Meeting.
JOURNAL: Kramer reported that his one page article on heat load arising from defrost had been accepted and would be published in the February issue of the Journal. The proposed title was,
"Defrost Load: A Hot Subject in a Cold Freezer"
WEB SITE: Ray Rite reported that his provider allowed 5 MB useable space and that this limitation would affect the quantity of information that could be posted.
Rite requested Kramer to photocopy and mail to him all the pages of the sign-in sheets bearing the signatures of those attendees who authorized posting their e-mail address on the committee roster. Kramer noted that of all the attendees, only Dr. Chato, Dr. Sami, Samuel Yana, Jason Leroy and Joseph Pietsch failed to approve their e-mail listing.
Kramer reports that he has photocopied the sign-in sheets and mailed them to Mr. Rite.
NEW BUSINESS: The Section 8 Liaison announced that Dr. Sami's term as TC chair must come to an end. With applause for his excellent chairmanship, Dr. Sami suggested Dr. Ohadi as new TC 8.4 Chair. Dr. Ohadi advised that he would take the appointment under consideration.
ADJOURNMENT: There being no further business before the TC, the time being 6:10P, on motion and second it was voted unanimously that the meeting be adjourned.
