The Chair called on those present to introduce themselves.

The Chair called for a motion to approve the minutes of the Chicago meeting.

Gary Price advised that on page 3 the research project listed as 1100 TRP should be changed to RP 1100. Also Dr. Zietlow advised that his name had been spelled incorrectly. Secretary Kramer apologized.

Dr. Zietlow moved, R. Rite seconded, that the minutes be accepted as amended The vote in favor was unanimous.

CHAIR’S REPORT OF SECTION HEAD BRIEFING:

The chair reported that the coffee at the 6A Monday Briefing was terrible.

He reported on schedules for submitting papers for future convention programs. (The secretary has downloaded this schedule from the ASHRAE Website and it is on the last page)

Chair reported on the status of the three standards for which TC 8.4 was the cognizant committee.

Standard 20 MOT Air-Cooled Condensers had been published.

SPC 25, MOT for Forced Circulation Air Cooling Coils has been approved for public review.

SPC 33 MOT for Forced Circulation Air-Cooling Coils; Awaiting publishing.

The chairman reported that only two international voting members were permitted.

Chair reported that TC 8.4 had sponsored Grants-in-Aid to University of Maryland and to Bradley University.

He reported that one of our members, Roland Ares had been voted and awarded the Distinguished Service Award at this meeting. Kramer advised that Ares was not present because he was recovering from hip replacement surgery.

Chairman Sami advised that an International Meeting titled "Healthy Buildings 2000" was to take place in Espoo Finland August 6-10 2000, and that Clima 2000 would take place in Naples, Italy on 15-18 September 2001 and that IAQ 2000 would take place in San Francisco on 4-7 November 2001.

He further advised that ASHRAE’s new publication IAQ was available for an annual subscription of four issues at a price of $39.00 to members.

He advised that ASHRAE’s Learning Institute was seeking retirees as instructors who would contribute their services.

He advised that a new RTAR outline had been posted on ASHRAE’s website. (Secretary has downloaded this RTAR and it is printed on the last page of these minutes)

END OF CHAIRMAN’S REPORT

HANDBOOK COMMITTEE LIAISON to Section 8, Mr. Maxwell, was recognized out of agenda order to facilitate his meeting with other section 8 TC’s. He advised that ASHRAE’s Handbook printer was in the process of converting to Adobe Acrobat and that the conversion would be completed this summer. He further advised that the handbook CD would be revised annually but that those responsible for handbook material should conform to the published schedule. In particular TC 8.4 material should be completed by the Atlanta meeting. Mr. Maxwell further advised that the CD could accommodate more material in the form of text, tables and graphs than the paper version and that we would be advised on how to present the extra material for the CD. He further advised that both the CD and the paper version would be available for the foreseeable future. (Kramer suggests that the CD version may become more popular than the paper version because of its increased content.)

SUB-COMMITTEE CHAIRMEN’S REPORTS

Standards: In SC Chair Roland Ares absence, the group accepted Chairman Sami’s report of Standards Status.

PROGRAM: By Chairman Sami: There are a continuing series of symposia being sponsored by TC’s 8.4; 1.3 and 8.5. He advised that there was good attendance at the Heat Transfer Fluid Flow Symposium cosponsored by TC’s 8.4 and 1.3, conducted 8:00A Monday morning and chaired by Dr. Ohadi.

There is another such symposium scheduled for Atlanta titled "Advances in Heat Exchange for New Refrigerants". Four papers are now in review for this symposium.

An Atlanta seminar is also scheduled titled, "Advances in Thermal and Fluid Flow Characteristics of HVAC and Refrigeration Processes."

Those interested in presenting papers at future such conferences should send them to Dr. Ohadi.

In response to an oral request by chairman Sami for suggestions of subjects for future conferences, Brian Webb offered "Advances in Spiral and Belt Type Freezer Applications" to be co-sponsored with TC 10.9 "Refrigeration Applications for Foods and Beverages." Dr. Zietlow advanced, "CFD Modeling of Two-Phase Flow in Heat Exchangers." Dr. Rite volunteered to pursue this seminar topic.

Dr. Sami noted that the papers for Dublin had been peer reviewed and that he had submitted a paper which had been accepted.

RESEARCH:

Dr. Zietlow reported that Dr. O’Neal, contractor for RP 1002, Evaluation of Fin Staging Methods for Minimizing Coil Frost Accumulation, has submitted a 220 page final report which the PMS is in the process of reviewing. Dr. Zietlow advised that the report was posted on Dr. O’Neal’s website and can be downloaded from there. The site address is

www.mengr.tamu.edu:70/heattransfer/doneal/personal/imdex.html Comments on this report should be sent to Dr. O’Neal by 17 July with a copy to Dr. Zietlow. The PMS voted a 3-month no cost time extension for this project. The PMS will vote on the report in Atlanta.

On RP 1100 Control of Frost Accumulation in Refrigeration Equipment Using the Electrohydrodynamic (EHD) Technique, Gary Price, a member of the PMS consisting of Price, Ohadi and LeCompte, gave an oral report.

On URP 1175, a proposal by Robert Besant of the University of Saskatchewan titled "Frost Growth on Tube and Fin Heat Exchangers under Freezer Operating Conditions", Dr. Zietlow has requested committee members to provide e-mail comments to him by 31 July. Bruce Nelson stated that this was an extension of an earlier project sponsored by TC 1.3. The PMS will be chaired by Mr. Connaghan with PMS members Price, Ohadi and Bruce(TC 1.3).

Dr. Zietlow offered the following Research Plan for 2001.

  1. Refr. Distribution in Headers
  2. Wet Fin Heat Transfer
  3. Geometry Optimization in Finned HX employing Zeotropes
  4. Tube to tube Heat Transfer
  5. Effect of Air-Side fouling on Heat Transfer and Fluid Flow
  6. Refrigerant Two-Phase Flow and Evaporation in Flat tubes
  7. Phase 2 of Refrigerating Load generated by Electric Defrost of Frosting Coils

After committee vote on prioritization it was moved and seconded to approve the prioritization.

After the vote and approval Dr. Zietlow assigned RTARs to be prepared as follows: Item 3, Sam and Ram; Item 1, Dr. Zietlow; Item 2 Steve Memory.

Research Mission Statement: Dr. Zietlow read the statement as follows: "The purpose of our research is to provide engineers with the information they need to design (refrigerant?) heat exchangers where air is one of the fluids. The heat exchangers cover a wide range of applications but can generally be divided into two areas. The first is comfort air conditioning, the second refrigeration. All research should lead to ways to optimize the heat exchanger based on minimum life cycle costs."

There was then open discussion of several work statements and research ideas including air to water modeling of two- phase refrigerants.

A WS on geometry optimization was handed out at the meeting and a vote requested by 31 July. Dr. Zietlow will send a reminder to voting members reminding them to vote by the deadline.

On TRP 1195 "Parallel Flow Heat Exchanger Defrost and Reliability". There was one proposal from Eckhard Groll, Assistant Professor of Mechanical Engineering at Purdue University. On motion and second the committee voted 7-0-0 to approve.

Dan Kramer reported on Dr. Sherif’s report to the PMS here on RP 1095 "A Study to Determine Heat Loads due to Coil Defrosting." He reported that, while the report appeared to show considerable effort, its direction was totally different than any direction related to the subject matter of the title or the work statement and its content on which the research was to be based. Kramer reported that Sherif’s report was directed to the conditions under which frost formed, and not to the heat load arising from defrost.

Gary Price requested Kramer to send him a copy of the workstatement and Dr. Sherif’s proposal. Kramer advised that he would send the work statement but believed that he did not have a copy of the proposal.

Kramer offered to prepare an RTAR on the subject of "Comparison of Evaporator Heat Transfer Employing an HFC Refrigerant with a POE oil and with a Mineral Oil as System Lubricant."

STANDARDS:

In Ares’ absence there was briefly repeated the information provided earlier by Chairman Sami.

HANDBOOK:

In ares absence, Gary Price indicated that the draft of the 2000 Equipment volume had been received but not checked. Chapter 41 is now chapter 42. The draft of the 2002 Refrigeration Volume has been editied by Price and forwarded to Ares and LeCompte Price has transmitted his comments to M. LeCompte.

The 2000 HVAC Systems and Equipment volume has been published. Thanks should be advanced to Roland, Gary, Michel, John Chato, and former TC member Todd Michael whose names appear as contributors in the volume.

JOURNAL:

Brian Webb reported that he had received requests for a Journal article on our subject. Dr. Zietlow suggested an article on why air and water could be a good substitute medium as a base for study of two phase refrigerants. (Laughter)

INTERNET:

Ray Rite advised that our site was in operation. The web address is: http://home.centurytel.net/rite/TC8_4.htm

He advised that, while the site was not on ASHRAE’s site, ASHRAE had provided a link between the two. Rite requested material from all sub-committee chairs to further enhance the website. Rite will also be forwarding to all committee members the regulations pertaining to permissable content.

Chairman Sami read our Scope aloud and requested comments. He requested that Rite place our scope on our web-site.

NEW BUSINESS:

Dr. Sami reminded us about the educational courses offered by ASHRAE.

ADJOURNMENT:

On motion and second, the committee voted unanimously to adjourn at 5:55P
