MINUTES of TC 8.4
Chairman Sami called the meeting to order at 3:32P.
The chair counted the voting members present and confirmed the presence of a quorum.
The Chair called on those present to introduce themselves.
The Chair called for a motion to approve the minutes of the Chicago meeting. On motion and second, without further discussion, the committee unanimously voted to approve.
The Chair recognized both Mr. Maxwell, Handbook Liaison and Mr. Yuill, Research Liaison during the course of his report. For continuity the reporter is presenting their subject matter prior to the Chair’s report.
Norman Maxwell, requested to be informed of the number of additional pages we would require for the Forced Circulation Air-Cooler Chapter. Roland Ares advised that we would require between one and two additional pages to accommodate the requested illustrations and the expanded ammonia data.
Mr. Maxwell discussed some longer range objectives of the Handbook Committee including the possibility that, to accommodate multi-media content, the DVD format, with its much greater storage capability, would have to be employed. One committee member suggested that it might be more useful to retain the present CD format, since it is so widely used, and to provide the handbook on two or more CDS. Other suggested that multi-media might not be an effective way to present the highly technical material the handbook was intended to convey.
Grenville Yuill, the Research Liaison for Section 8 advised that at this ASHRAE session the Technical Activities Committee (TAC) had reviewed nine projects, approved six and returned the others for amendment. He advised that it would be good form and would improve likelihood of approval if, on resubmitting a rejected work statement or RTAR that a letter clearly identifying the changes that had been made in the WS in response to the earlier TAC rejection. Yuill further advised that, for consideration by TAC at the fall Technology Weekend, a new or revised WS should be in his hands by September 15.
The reports by the Committee Liaisons having been completed, Chairman Sami made his report as follows:
CHAIRMAN’S REPORT:
Section Head Meeting:
JOURNAL: The Journal Committee has announced main subjects for the several forthcoming issues. Chairman announced that these subjects were available on the ASHRAE website.
TC Web Page: Chairman advised that page 3 of the April 99 Journal contained Guidelines for formation of a TC/TG web page.
TEGA: A discussion of TEGA matters and issues is contained in the May Journal.
STANDARDS: A Code Interaction Committee has been formed to adapt many ASHRAE standards to mandatory code form.
ISO 2000
The ISO Code for refrigerant properties will be edited into international form.
The availability of our standard 33 for its third public review will shortly be announced in the Journal.
PROGRAM: Session chairmen should pick up Session packages in the Speakers’ Lounge. These packages provide the mandatory deadlines for the required submittal to the Program Committee. Chairman announced that speakers and session chairmen could refer to the ASHRAE website and there find EXCEL spreadsheets containing details and deadlines for future meetings.
RESEARCH: Chairman Sami advised that our TC must establish priority rankings for our projects. Among the requirements for effective work statements (WS) are criteria for contractor selection and criteria for student participation.
Chairman described the new requirements for the one-page project description, now called RTAR. The RAC will examine these RTARs and decide whether, based on the content, it is subject matter that ASHRAE is likely to fund for research.
When WS drafts are complete, Chairman advised that it would be appropriate for us to submit them to our research liaison for review and constructive criticism, before make formal submittal to the RAC.
Chairman advised that new sources for ASHRAE research funds have been posted on the ASHRAE website.
Chair announced that information on the status of ASHRAE research projects in now available on the ASHRAE website. He further advise that individuals may request Bill Seaton to e-mail the status of specific research projects directly to them.
Chair suggested that our TC 8.4 committee seek co-sponsors among TC 9.4, 10.8, 10.9 and 8.5 in connection with our proposed work statement on heat exchangers.
Chair advised that TC 8.4 responsibility for the construction standard has been canceled.
Seaton has advised that, based on letters from members containing ideas and proposals for research, that he would like to see TC 8.4 expand its scope to include ammonia, propane and other natural refrigerant fluids, as well as problems related to oil-refrigerant mixtures and to complex coil geometries.
AWARDS:
Technical Achievement Award: Chair requested that Kramer forward his CV to him for transmission to the proper authorities. Kramer agreed to do this promptly.
The application forms for award to Ares of the Distinguished Service Award have been executed and notice given that he is on the candidate list.
TC 8.4 has sponsored scholarships to two students; one at Iowa State and one at University of California at Berkeley.
PROFESSIONAL DEVELOPMENT: Chair advised that ASHRAE had issued a call for instructors willing and able to conduct short courses in ASHRAE related subjects.
SUBCOMMITTEE REPORTS:
PROGRAM: By Chairman Sami: Our TC 8.4 members should seek to cosponsor papers on heat transfer and fluid flow originating elsewhere.
Mike Ohadi offered a list of programs for several seminars for future meeting. The list was received by the committee and voted unanimously in favor. (Attached as Annex A)
It was proposed and agreed to sponsor symposium at the Dallas meeting on the subject of, "Heat exchanger Design for Alternative Refrigerants". One paper was offered by Dr. O’Neal and two by Dr. Ohadi. Dr. Sami and the other authors will solicit a fourth paper by the deadline of 6 August; otherwise, the package will be submitted with the above three papers only.
Dr. Zietlow announced that he had agreed to chair a seminar or symposium on the subject of, "Life-Cycle Cost of Heat Exchanger Design" for the Atlanta meeting.
Brian Webb offered to chair a forum for Dallas on the subject of, "Design Characteristics of Spiral Belt Freezing Devices". He desired cosponsorship with TC 10.9 "Refrigeration Applications for Food and Beverages".
All the above proposals for programs were bundled into a single omnibus motion by Ray Rite, second by Steve Memory and approved unanimously.
RESEARCH: David Zietlow reported that the Research and Program Sub-Committee meeting last evening had 20 attendees. He presented typed minutes, attached hereto.
Dr. O’Neal made a substantial progress report on RP1002, Fin Staging for Frost Control with slide presentation.
Dr. Ohadi made a brief progress on the subject of RP1100, "Control of Frost Accumulation with EHD". Gary Price, chair of the PMS provided further information and offered the opinion that the project was proceeding satisfactorily.
There was discussion of the subject of Phase II of the Study to, "Determine Heat Loads due to Electric Coil Defrost." (URP1075). Dan Kramer indicated that, since he and Roland had offered sharp technical criticism of both the Phase I project by Dr. Sherif and the resulting report, he would like to be a member of the PMS. Toward this end he moved that TC 8.4 co-sponsor the Phase II project, even though the same contractor was involved and the prospect for a useful outcome was slight. He further indicated that all members of the PMS should receive copies of the final report and base their final approval on the quality of the research and of the report. On his motion and G. Price second, there was a vote to approve with one negative vote.
David Zietlow advised that RTARs describing four new projects and four revised projects had been received and prioritized by the Research SC per the following:
1: Evaluation of Refrigerant Maldistribution in Headers of Heat Exchangers
2: Refrigerant Two Dimensional Flow inside Flat Tubes
3: Defrost Performance of Parallel Heat Exchangers
4: Geometry Optimization of Air-Refrigerant Heat Exchangers with Zeotropic Refrigerants for Cooling and Heating Loads
5: Wet Fin Heat Transfer
6: Quantifying Air-Side Fouling Factors for Use in Predicting Heat Transfer and Pressure Drop.
7: Tube to Tube Heat Transfer
It was reported that the Toronto ranking was:
#1: EHD; #2 and #3:6 above; #4: 5 above
The Research SC voted to submit to RAC only Seattle ranked items 1, 2 and 3. Dr. Zietlow advised that TC 8.4 is committed to the Geometry Optimization project and that we are committed to write the Work Statement. He offered to undertake this task.
Zietlow and Memory will generate a work statement for Seattle item #1 and investigate the possibility that University of Iowa is now committed to perform the same research.
Leon Tang and Ray Rite will generate the WS for #2.
Steve Hancock and Steve Memory will prepare the WS for #3
Samuel Sami and Ram Narayanamurthy of Wolverine Tube will cooperate in generating the WS for #4.
Zietlow advised that he has a one page summary for #6 but doe not intend, yet, to write a WS.
On motion by Zietlow it was seconded and voted unanimously to submit one page summaries for item 1-4 to RAC
STANDARDS:
Gary Price reported that the SPC 25 met, decided on editorial changes which Roland will prepare and submit to Claire Ramspeck. This action should effectively conclude the current project.
HANDBOOK: Roland advised that Maxwell’s report covered the material satisfactorily.
MEMBERSHIP: Zietlow, Ares, Tang, and Honeycutt expressed a desire for full membership in the committee. Chairman Sami thereupon invited them to become full members and advised that he would handle the necessary paperwork.
JOURNAL: Brian Webb made a brief report and addressed the subject of TC 8.4 web page. Ray Rite indicated that he would place our Seattle minutes on our web page and that a final; draft of the minutes be sent to him.
There was a motion by Rite, seconded by Price that the chair should petition our appropriate liaisons that more space be provided for each web page.
Dan moved and Price seconded that our minutes should include the E-mail address of each member and attendee. Voted Unanimously.
OLD BUSINESS: There was no old business.
NEW BUSINESS: After a short discussion, no new business was presented.
ADJOURN: On motion and unanimous vote the meeting was adjourned at 6:00P
